Filming Authorizations by location type

There is no filming authorization which covers the whole of France. Each filming location must be subject to a specific authorization.

In some cases, it is simply a matter of obtaining a written agreement in principle, without the need for a fee. In other cases, you must pay a fee, the amount of which depends both on the nature of the project and the duration of the shooting. This cost will be specified at the time of the authorization request by the organization / owner requested.

As part of its missions, the Film France network:

  • Identifies the nature/needs of each shoot (logistics, accessibility, prices, etc.);
  • Contributes to improving the dialogue between film industry professionals and site managers who host filming.

Do not hesitate to contact the film commissions of the Film France network.


PUBLIC HIGH WAYS

For filming on the public highway, you should get in touch directly with the Town Hall of the municipality in question. If the latter is unable to give direct authorization, you will be directed to the relevant, competent service at the Prefecture.

Safety instructions : Use of props and "Law enforcement" imitation

Actors disguised as police officers must remain at the filming locations in order to avoid being confused with the real police. All sound effects linked to an intervention by the police force (shots, whistle ...) are prohibited on public roads and must be operated in the studio. Rental police vehicles must be brought to the filming location with the utmost discretion. Outside of filming, the word "police" must be hidden. Likewise, the use of alarms is prohibited and must be reconstituted in the studio.

PRISONS

Filming in prison falls under the jurisdiction of the Ministry of Justice - Penitentiary Administration (Ministère de la Justice - Administration Pénitentiaire).
The specific operating constraints of penitentiary establishments are such that the authorization of fiction film shoots is given only under exceptional circumstances, subject to the agreement of the director of the establishment in question and to the respect of strict terms concerning security by the film crews. The sites are almost all in operation and no long-term filming can be envisaged. Places that can be filmed are prison doors, airlocks, visiting rooms, workshops, activity rooms, courtyards. Certain military prisons can also accommodate filming (see "Armies and Defense Heritage").
Some disused prisons, no longer under the authority of the Ministry of Justice or the Ministry of the Armed Forces, can be used for filming. The request must reach the corresponding town halls. These are sites accessible to filming temporarily before they are assigned and converted to other uses.

SCHOOLS, COLLEGES, HIGH SCHOOLS, UNIVERSITIES

We advise you to consult the school calendar for the best availability for filming in these establishments.
 
For filming which includes pupils, teaching or non-teaching staff in schools, colleges and high schools, several authorizations are required: those of the persons concerned (and legal representatives for minors), in accordance with image rights and respect to private life as well as the permission of the school governors.
 
You also need the authorization of the owner of the establishment:

  • Public school: the town hall;
  • Public college: the Department;
  • Public high school : the Region;

For filming in universities, contact the Secretariat of the President of the University.

HOSPITALS

The application file must be sent to the head of the establishment in question, who forwards it to the board of directors. It is also necessary to obtain the agreement of the department head in which the shooting will take place. In all cases, the doctors reserve the right to stop filming for the benefit of their patients. The film crew should in no case interfere with patient comfort. The utmost discretion of the film crew is recommended. You are reminded that people must give their consent to be filmed, in accordance with respect for privacy.
